Choose to mail ballots to every voter at their last known address. Blame it on COVID.
1) Opportunistic vote harvesters go to elderly housing units and low income housing units and harvest votes. If this theory is correct, we're going to see massive increases in mail in ballots from the neighborhoods described and they're going to be 100% for Biden
2) People mail their ballots on the last date, election day in some states (PA for sure). Then go vote in person. If they catch the double vote, they discard it. If not, you got to vote multiple times. No risk of legal action, plausible deniability. it was an honest mistake. You decided to vote in person, forgot you mailed in a vote. No one is going to pursue legal action, and democrats will defend you anyhow calling it oppression
I think vote harvesting is more significant and more likely to have happened, and it will be easy to determine if that happened but much harder to prove wrongdoing and overturn an election.
The massive amount of mail in ballots is very concerning to say the least. It appears the number of mail in votes may be statistically improbable, and by a large margin, but again I don't think this can be used to overturn an election.
Sadly, I see nothing but a widening continental divide, unless the loser concedes and I don't think that's happening
